You must first enter the Harbor Trolley's Fort Line via the Fell's Point–Broadway Pier Stop. You are required to have first arrived at the Fort McHenry Stop via Harbor Trolley in order to depart from the Fort McHenry Stop. This is due to National Park Service regulations.
